This is a really good idea for those of you without a license.  This is the easiest way that I know of, to obtain one.  ABATE of Maryland supports the MVA and their efforts to assist non-licensed bikers.

FAST-TRACK LICENSING
Get Legal – Get Licensed
If you do not have a Class M license this is your opportunity to get one FAST.
Join us during Delmarva Bike Week on Thursday, Friday and Saturday, September 16 – 19 at the Salisbury MVA. The Motorcycle Safety Program will be holding a FAST-TRACK Licensing event where we will assist you through the licensing process by:
Providing a Study Hall to help prepare you for the knowledge test;
Administering the knowledge test;
Provide coaching for the on-cycle skills test;
Administering the on-cycle skills test;
Administering the eye test; and
Issuing a new license with the Class M, or a leaner’s permit.

We call it FAST-TRACK because:
The learner’s permit requirement is waived;
The 14-day waiting period is waived;
You will be allowed one opportunity to retake a failed test on the same day; and
You could leave with a Class M license or a learner’s permit.

FAST TRACK is available only to Maryland licensed drivers over the age of 18.
1 FAST-TRACK LICENSING will be conducted during regular business hours:
Thursday and Friday: 8:30 AM – 4:30 PM and Saturday: 8:30 AM – 12 PM
2 TESTING IS BY APPOINTMENT ONLY. To make an appointment call the Program office at: 800-638-1722, or 443-572-8236.
You can also send an email to: motorcyclesafety@mva.maryland.gov. Please put FAST TRACK in the Subject line. In the body of the message include your name and phone number. You will get a return email confirming your appointment.
3 Applicants will be required to use their own street legal motorcycle and must wear a DOT certified helmet and approved eye protection. Applicants are expected to transport their motorcycle to the MVA legally.
4 Applicants must pay the licensing fee of $45 for the license, or $30 for a learner’s permit.
